A quick search pointed me towards <a href=\"https:\/\/learn.microsoft.com\/en-us\/windows\/security\/identity-protection\/hello-for-business\/hello-errors-during-pin-creation\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/learn.microsoft.com\/en-us\/windows\/security\/identity-protection\/hello-for-business\/hello-errors-during-pin-creation<\/a> which explained this to mean &#8220;Server response http status is not valid&#8221; and that signing out and back in would resolve it. It did not!<\/p>\n\n\n\n<p>Assuming it to just be a transient cloud issue, I continued with the scenario I was actually wanting to test and thought no more about it. The next day when signing in I received the same error &#8211; it had not resolved itself overnight! Seems I have a configuration problem to investigate.<\/p>\n\n\n\n<p>Looking in the Windows event logs I spotted the following error: <\/p>\n\n\n\n<pre class=\"wp-block-preformatted\">NGC key registration failed. \nExit code: Unknown HResult Error code: 0x801c03ec \nClient request ID: 00000000-0000-0000-0000-000000000000 \nServer request ID: b6fb5f8d-bf40-426f-b7e1-480c5c1c45ea \nError code: internal_server_error \nServer error message: Invalid Policy: 'User Credential Policy Json deserialization failure with error Error converting value \"IssuerSubjectAndPolicyOID\" to type 'Microsoft.AzureAD.UserCredentialPolicy.ObjectModel.X509CertificateRuleType'. Path 'credentials[10].settings.authenticationModeConfiguration.x509CertificateRule[0].x509CertificateRuleType', line 1, position 4361.'\",\"response\":\"error_fail\",\"target\":\"ProvisionKey\",\"clientrequestid\":\"b6fb5f8d-bf40-426f-b7e1-480c5c1c45ea\",\"time\":\"01-04-2024 12:07:57Z\",\"innererror\":{\"trace\":null,\"context\":null}}}<\/pre>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"591\" src=\"https:\/\/prs.me.uk\/wp-content\/uploads\/2024\/01\/0x801C03EC-1024x591.png\" alt=\"\" class=\"wp-image-42\" srcset=\"https:\/\/prs.me.uk\/wp-content\/uploads\/2024\/01\/0x801C03EC-1024x591.png 1024w, https:\/\/prs.me.uk\/wp-content\/uploads\/2024\/01\/0x801C03EC-300x173.png 300w, https:\/\/prs.me.uk\/wp-content\/uploads\/2024\/01\/0x801C03EC-768x443.png 768w, https:\/\/prs.me.uk\/wp-content\/uploads\/2024\/01\/0x801C03EC-421x243.png 421w, https:\/\/prs.me.uk\/wp-content\/uploads\/2024\/01\/0x801C03EC.png 1482w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Resolution<\/h2>\n\n\n\n<p>The error points to it being certificate related but as I&#8217;m using <a href=\"https:\/\/learn.microsoft.com\/en-us\/windows\/security\/identity-protection\/hello-for-business\/deploy\/hybrid-cloud-kerberos-trust\" data-type=\"link\" data-id=\"https:\/\/learn.microsoft.com\/en-us\/windows\/security\/identity-protection\/hello-for-business\/deploy\/hybrid-cloud-kerberos-trust\" target=\"_blank\" rel=\"noreferrer noopener\">Cloud Kerberos Trust<\/a> I was a little confused. I then remembered I had previously been experimenting with <a href=\"https:\/\/learn.microsoft.com\/en-us\/entra\/identity\/authentication\/concept-certificate-based-authentication\" target=\"_blank\" rel=\"noreferrer noopener\">Entra Certificate Based Authentication<\/a> and had enabled certificate based authentication for this user.<\/p>\n\n\n\n<p>My test machine had been rebuilt via Autopilot, and because I was after a &#8220;clean&#8221; system I had excluded most policies including the user being issued a certificate. <\/p>\n\n\n\n<p>I headed over to the <a href=\"https:\/\/entra.microsoft.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Entra Admin Center<\/a> and removed the user from the group to which I scoped the Certificate Based Authentication settings Authentication Methods policy.<\/p>\n\n\n\n<p>Immediately afterwards, Windows Hello provisioning worked as expected!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Scenario In my lab I received the error 0x801C03EC when provisioning Windows Hello on my Windows 11 test device.
